"Europe's Retreat"

Editorial, The Wall Street Journal | November 17, 2008

On Friday the EU and Russia met to discuss the state of economic cooperation. ++ Russian troops still remain in South Ossetia and Abkhazia, hindering Georgians from returning home. ++ Upcoming talks between Russia and Georgia do not seem promising. ++ By removing sanctions from Russia, the EU has put itself into an inferior position. ++ Postponing economic accords might be an effective way of pressuring Russia, but the EU should “produce a steady stream of measures over time” if it wants to deal successfully with Moscow.
