A Marshall Plan for Pakistan

Gautam Adhikari, The Times of India | December 1, 2008

New Delhi has been warning the world of terrorist threats emanating from Pakistan, and now the world is listening. ++ "Stabilizing Pakistan means genuinely democratizing its polity and helping its economy grow back to a sustainable level of prosperity." ++ Most importantly Pakistan's corrupt military establishment, which is strangling civilian rule, must be ousted from power. ++ Military action is not the answer; a global effort, lead by G7 countries, China, and Saudi Arabia, is needed to bolster Pakistan's democracy and provide aid.

The notion of regional security complexes like South Asia using terrorism as an instrument of real-politik seems a dominant view given by tempers that seem to reign - at least in the Indian media\commentary. The issue of the Afghan angle merely add to the sense of discomfort. Can the two states meaningfully sign instruments that allows their de-linking of terror as an instrument of real-politik? While one acknowledges the complexity of a security complex that India-Pakistan together represent.
