The transition in Zimbabwe to a unity government has not been smooth. ++ Western governments have remained "standoffish" despite the progress made by the new government, such as lowering inflation. ++ Human Rights Watch argue that development aid should be withheld until there are "irreversible changes on human rights, the rule of law and accountability." ++ Zimbabwe needs help from the international community and donors should "end their ambivalence about the unity government and begin to support Mr. Tsvangirai's aims."
