No Plan for Procrastinators

Have Obama's comments in China killed the chances that Copenhagen might deliver? ++ With the United States and China responsible for 40 per cent of global greenhouse gas emissions, there can be no effective agreement with out them. ++ The best case scenario: we can expect a political commitment to reach a binding agreement before the end of next year. ++ Regardless, "as our procrastination eliminates the options... the short-sightedness of nations acting in their own narrow self-interest will become ever clearer."
