On 2nd of March 2005, the adoption of the Paris Declaration on Aid Effectiveness improved the way donors were delivering international aid. The Paris Declaration formulated procedures and principles to increase the effectiveness of aid, and specified some measurable indicators to assess whether the aid to a partner country (such as Afghanistan) comply with Paris Declaration principles. The central aim of the Paris Declaration is to assess and improve the effectiveness of development aid to bring most of its benefits to the people.
Afghanistan's GDP is substantially dependent on foreign aid, amounting to 71% in 2010. The Paris Declaration is very relevant to Afghanistan, and the subject of aid effectiveness has been high on the agenda of the international community, the Government of Afghanistan, and bilateral and multilateral development institutions. Regardless of this, foreign aid in Afghanistan is widely criticized for its ineffectiveness.
The aim of this thesis is to discuss the development assistance, in particular German development assistance, to Afghanistan with reference to the Paris Declaration guidelines for aid effectiveness. It scrutinizes the extent to which Germany is meeting the Paris Declaration targets in Afghanistan. Further, it explores the key factors that hinder or support the implementation of the Paris Declaration by German development assistance in Afghanistan and presents recommendations to overcome the challenges.
