This term paper forms around the following question: Do the benefits of defense budget transparency outweigh its secrecy, and act as a precondition to the success of a new democracy?
This type of research is important in various ways. For example, transparency is essential for any democracy. Meanwhile, defense institutions act within the political sytem and should reflect the transparency inherent in democracy. In democratic states, no institution is above accountability.
Nevertheless, secrecy is still critical in defending a country. The question then becomes to what extent the government should be able to withhold information regarding security institutions.
