Innovation is the Name of the Game: Even in Russia

It is no coincidence that the US targets 13% of its stimulus package at innovation. ++ Such tactics help the West, especially the US and Europe, “to fortify their domination of the world.” ++ Russia spends only 2% of its GDP on education and science. ++ The R&D activities of the private sector are key. Private enterprise is better suited to promoting innovation than tedious bureaucracies are. ++ If the present brain-drain continues, it “will put an end to any plans for modernization in Russia.”

I wonder if the Russian press is capable of generating anything other than conspiracy theory explanations riddles with eviousness - in expalining anything - even R&D.
